A low-speed vehicle (LSV), also known as a neighborhood electric vehicle (NEV), is a four-wheeled motor vehicle capable of speeds between 20 and 25 mph, with a gross vehicle weight rating (GVWR) less than 3,000 pounds, and designed to operate on roads with speed limits up to 35 mph.
